It is for the safety of both the student and everyone around them to do so.
So why is Albus blocking what Harry needs and how the every loving hell is Severus supposed to deal with that, plus the child, AND the sudden clusterfuck life in the castle has transformed into?

Summary
Lord Voldemort rose from the cauldron, reborn once more. He looked towards his so called conquer then stooped shocked, this? This was the boy-who-lived? This tiny skinny little child? Where was the pampered Prince? The Gryffindor golden boy? This was not what he expected at all.
When Voldemort is reborn at the end of Harry’s fourth year, he is surprised at the sight of the tiny malnourished child glaring defiantly up at him. Instead of attacking he sets out to understand who exactly this child is and why he feels such a pull towards him. Harry on the other hand is completely overwhelmed as the foretold evilest of all evil ends up giving him better care and treatment then he every received from the Light. Still it's going to be a long road to recovery, after all there is fourteen years of conditioning and mistreatment to heal from.- Language:

Ahh! I found it! This, this right here is my favorite story.
Read it if you get a chance. There are so many lessons and good (and bad) times to be had.
I will find the way to save this in my bookmarks. It is just to good.
