    The most common way for dominant groups to take a minority group's agency is by infantilizing them. To portray them as childlike, in need of guidance and defense, unable to live without the dominant group.

    Quirkless people have agency, as long as they live and breathe they will always have agency. Midoriya Izuku will become a hero, and he'll do it with the help of others who are just like him.

    (or the fic that points out that there should be some quirkless people around and they are worth something. also stories that paint quirkless!izuku getting to ua through entirely people-with-quirks-taking-pity-on-him is kinda demeaning when you think about it.)
