When Phoebe jumps in front of a villain to get herself kidnapped over Chloe, the ThunderKids are beside themselves. Max will stop at nothing to get her back, but struggles to let Billy, Nora and Chloe put themselves in just as much danger to get Phoebe home. Meanwhile, a shapeshifting villain tortures Phoebe by taking on the forms of those she loves most.

Phoebe has always panicked, that's a fact. And now that they're adults, now that they're living in Secret Shores with their own jobs, own lives (even if it is undercover), Max and Phoebe are still the same: She spirals, he grounds her. Even if she's upset because of something he did.
When Max finds Phoebe at school having a panic attack, he does what he always does. It's like habit at this point.
