If he truly wanted to bring about great change, he had to be more subtle, more patient, and take his time. Stripping Marley of their greatest power would be ideal, but to do that, he would have to help the young Eldians realize that the propaganda they had swallowed since their earliest childhood was neither true nor justified.
For if he could tear the Titans away, of their own free will, from Marley’s cruel and hypocritical grasp, then perhaps he could finally make a real difference.
