In a world where Personas and Shadows are a matter of public knowledge, things... aren't quite the same.
The Shadow Operatives, for instance, know - just like a lot of other people - that the mental shutdowns and psychotic breakdowns are Shadow-related, even if they don’t know who’s behind them.
The Shadow Operatives know that somebody has been slipping the assassinations under their noses for two years now, and that due to their lack of access to the latest Shadow nest, they’re powerless to do anything about it.
The Shadow Operatives also know when Kamoshida has a change of heart that it’s Shadow-related.
They know, very quickly, that Shujin Academy just received a transfer student.
This, needless to say, gets their attention.

The hall goes silent when a young girl with long raven black hair falls out and onto the floor, her face a mess of tears and terror, clearly hyperventilating. She's not wearing ceremony robes, though they do appear to be some kind of school uniform, and what must be a school bag thumps to the ground next to her. Her electric blue eyes are wide and dart around without pause, slit pupils razor thin in fear. Lilia is out of his seat faster than most eyes can track.
Raverne. Those are Raverne's eyes.
