Harry Potter never planned on leading. He was a symbol, practically decoration. Either a nice sob story, or an inspirational figure, depending on who you asked.
But with Dumbledore gone, most of the Order of the Phoenix arrested, and Voldemort playing benevolent Minister, a symbol was the only thing that could unite the resistance.
As long as he managed to hide the tiny, irrelevant little detail that his soulmate was the very same genocidal psychopath they were trying to kill.
Harry Potter was a maddening obsession, and Voldemort would tear apart Britain—France, Italy, Europe, the world if necessary—to see the fire in those green eyes extinguished.
And then, of course, he could finally start looking for his soulmate.
