Haymitch was reaped for the first time. Instead of going down into an arena for defending his girl, it was simple misfortune. He moves to step to Effie’s side, but Peeta moves first and before he realizes what he’s doing, the boys mouth is covered so he can’t volunteer.
Or: Haymitch doesn’t let Peeta volunteer for him, and goes down into the 75th games.
