He was known to be a kindhearted and upbeat soul, as if nothing could dim his sparkle or tear down his spirit, he was like that through his inner monologue too, not once thinking things would be easier if he just…went away.

Everyone else seemed to think that Gotham was "a total shithole" and "the closest thing to hell on earth."
Billy wasn't convinced because, statistically speaking, Gotham had a pretty high concentration of extremely cool people.
Nightwing and Red Robin were both from Gotham.
So was Black Canary.
And, of course, it was home to Batman.
It couldn't be that bad.
Or: Billy Batson joins the Justice League under the name Captain Marvel. The usually gloomy and stand-offish Batman takes an unusual interest in him.
