[SPOILERS] Harry thinks he's the one protecting them from the memories of all the infinite loops, but in truth Harry forgets every time and Tom remembers everything. His goal is to protect Harry's sanity and to keep the Confederacy from realizing Harry is the MoD and targeting him (and to keep Harry by his side by making Harry think he needs to save Tom).
They have a vow about Tom figuring out at the end of the month what Harry was lying about (Harry thinks he's protecting Tom from the knowledge of infinite loops) but in reality Tom already knows. In order to avoid alerting Harry to this detail, Tom uses veratiserum to get Harry to admit it.

Summary
