Heroes are examples. They live the life that every person dreams of, showing off their strong Quirks for justice, competitive in the best of ways.
Heroes are inspiring and trustworthy. Infallible, no, but who looks at the camera then without some sort of agenda, right?
Heroes are the glue, the bridge, the example of society. They don't fall into oblivion easy,
Heroes don’t need to be saved.
Or: Pro Hero Hawks was raised by the Hero Public Safety Commission, to be the perfect Hero of the new era. To not only save the day and present a perfect image the public can fully, unequivocally put their trust in, a blueprint for the new rising standard, but to also be capable of whatever it takes to maintain safety and order in a chaotic society of ever changing Quirks and dangers.
Truly, whatever it takes.
But definitions such as good and evil, chaos and order, justified or abnormal, can change drastically depending on who is pulling the strings.

When the Hero Public Safety Commission says ‘jump,’ Hawks skips asking 'how high' and works his way from jump rope to jumping jacks before opening his mouth to complain that he can fly. Their latest request, a PR campaign geared to present Hawks as the heroic icon of the masses, at least seems easier than getting his feathers burned off by Dabi’s pet noumu… Right?
In which Hawks gets surgery, defeats a traumatized villain, receives some unwelcome fanmail, garners the sympathy of terrorists, accidentally forges enough relationships to cumulatively value as at least one friend, and maybe, eventually, asks for help - not necessarily in that order.

He's never had much reason to argue that their reasoning has always been for the greater good, but when things begin to escalate - well, Hawks may be the man that's too fast for his own good, but it turns out that even he can't juggle everything.
