Agent Quebec trudges through the snow of the icy planet, wind howling around him.
"The gravity modulator unit appears to be experiencing some unusual activity. I am shutting it down until it can be properly recalibrated."
Quebec shakes his head at the red hologram. "Negative Raze. We need that to get down there without breaking the ice."
The yellow hologram shuffles nervously, “I agree with Raze. Something doesn’t seem right. We should just go back."
"Not an option. Raze, set Gravity to light."
"Done. For the record, I still think this is a bad idea."
"Your concern is noted."
Quebec takes a running jump off the cliff, plummeting towards the frozen ocean. "Raze!" He shouts over the howling wind. "I thought I told you to set the Gravity to light!"
"I did! It’s not working!" Raze yells back, panic seeping into his voice.
"Pip, reroute power to-"

Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.

Summary
Take Midoriya Izuku. Change things so that he idolises villains for how they inspire heroes. Give him an impetus to develop super science. Watch the exploits of a SUPER VILLAIN.
Or:
Izuku's personality remains the same but instead of heroes he is a villain otaku who believes in the narrative convention that a hero is defined by their villains.
So he decides to provide the heroes with a better class of villain to help the heroes improve.
Not very serious. Inspired by works like THE TECHNO QUEEN and Megamind.

Summary
Children grow up fearing the beast below the mattress or under the stairs, crouching in cramped closets and hiding in the dark alleys. They grow up believing their parents when they are told they can’t hurt you.
Because monsters aren't real, right?
Izuku is gifted with an odd quirk of sharp claws and glowing eyes- a target for cruel words and harsh phrases. Freak. Useless.
For years, he longed for his power to one day evolve and strengthen- no longer wanting to be considered the useless freak no matter where he stood. Wanting to be more than something people sneered or raised a brow at.
Only when his quirk suddenly bursts into something of pure horror, something more than the word freak, Izuku wishes he swallowed those words.
Four year old Izuku feared the beasts bellow his mattress. He feared the monsters his mother tried to say didn’t exist.
But as Izuku aged he soon found himself no longer afraid of what didn’t exist. But he feared what stared right back at him in the bathroom mirror. -

Summary
This is the day everything changed.
Izuku is fourteen again.
That means he needs to plan. He needs to find a way to fix the mistakes of the future and stop his friends from dying. He refuses to fail this time.
He'll be the Hero he couldn't be.
Or, Midoriya Izuku was Quirkless, was gifted a Quirk from All Might, went to Yuuei, fought in a War, lived through the After and was supposed to die. Only he finds himself back in the past with a skewed moral code, PTSD, and an extreme desire to stop his friends from dying brutal deaths. He is going to change the future, make some friends, maybe find a boyfriend, give some Villains a reason to be better and stop some Heroes. For better or for worse.

“Izuku.” The man’s voice was harsh, and made the younger man’s eyes focus on his friend. His eyes softened. “It must be you. You’re not who you were back then. You aren’t useless. Remember this: You are a Hero. And the world is counting on you—even if nobody realizes it. Here. When the time comes... give this to him. You'll know he trusts you when he calls you 'Problem Child.'" He smiled fondly, handing Izuku a pair of rings on a chain.

When the world ends, their only hope is to send one Quirkless man back in time. Back in his 14-year-old body, will Midoriya Izuku be able to save the world that shunned him all his life? And will he finally be able to become a hero this go around?
Good thing he had time as a vigilante to practice.
