She hated the Capitol and everything it did to the ones she loved. And maybe, too, she hated Finnick for being so willing to destroy himself for her. So Annie feels indebted. It gnaws and eats away at her despite Finnick's best efforts. Sometimes it feels like she's more destroyed by this semblance of safety than he is being subjected to the worst of the Capitol.
