Quarrel Mastiff, this year’s female volunteer, has all those qualities and worse. She will volunteer, not for honor or loyalty, but because it is right. It is right and just to save the life of a weaker child, and kill with mercy. Without volunteers, it would all be senseless slaughter.
It’s lucky for Quarrel, and her boring morality, that the 69th Games will fall into chaos that even the Capitol can’t stomach. Quarrel may not be a thrilling star, but she’ll be a decent victor. That might be enough in a year like this.
